Ambassador of Chile in Sweden

Former parliamentarian of the Republic of Chile (2006-2022), Electrical Engineer, Higher Technical Professional Institute of Stockholm, Sweden (1988) and Diploma in Government and Public Management, School of Government Public Management and Political Sciences of the University of Chile (2000-2001) and Diploma in expertise and appraisal of areas affected by expropriation, Postgraduate School, Faculty of Architecture and Urbanism of the University of Chile.

In his international career, he stands out for his role as vice president of the Andean Parliament (2018-2019); elected member of the Executive Committee of the Human Rights NGO Parliamentarians for Global Actions and president of the National Group of Chile; He is currently a member of the nomination group for candidates at the Harald Edelstam Foundation, the organization that awards the International Prize for Human Rights in Sweden. In addition, he was president of the Chile-Sweden Interparliamentary Group and president of the Chile-Taiwan Friendship Group.

In the year 2000 he founded the Fundación Tucapel Jiménez Alfaro and presided over it until 2005. During his parliamentary term he was the author and co-author of 521 bills, and author and co-author of 41 laws. He chaired the Human Rights Commission (2007 and 2017) and the Labor and Social Welfare Commission of the Chamber of Deputies (2007 and 2021). In his capacity as president of the Commission on Human Rights, Nationality and Citizenship (2007), he signed, on behalf of the President of the Republic, Michelle Bachelet Jeria, the International Convention for the Protection of All Persons against Enforced Disappearances, in Paris France. It should be noted that this instrument was adopted in 2006 by the UN General Assembly.
