Ms. Paula Monsalve Espinoza

  • Legal Advisor to the Embassy and responsible for multilateral judicial affairs.
  • Representative to the International Criminal Court (ICC) and Residual Mechanisms.
  • Representative to the International Court of Justice (ICJ).
  • Representative to the Permanent Court of Arbitration (PCA).
  • Lawyer from the University of Talca. Master’s Degree in International Studies from the Institute of International Studies of the University of Chile. Fellow at the Argentine Foreign Service Institute (ISEN).
  • She has served in the Cabinet of the Minister of Foreign Affairs, at the National Directorate of Borders and State Limits, as Chief of Staff at the General Directorate of the Americas, and at the Directorate for European Affairs. Abroad, she has served as Deputy Consul at the Consulate General of Chile in Tacna, Peru, and as Consul at the Consulate General of Chile in La Paz, Bolivia.

Mr. Cristóbal Apara Abumohor

  • Representative to The Hague Academy of International Law.
  • Representative to the European Union Agency for Law Enforcement Cooperation (EUROPOL).
  • Representative to the European Union Agency for Criminal Justice Cooperation (EUROJUST).
  • Responsible for managing letters rogatory and extradition processes.
  • Lawyer from Diego Portales University. Master’s Degree in International Studies from the Institute of International Studies of the University of Chile. Diploma in Chinese Studies from the Pontifical Catholic University of Chile.
  • He has served in the Cabinet of the Secretary General for Foreign Policy, in the Division for European Affairs, and in the Middle East and Africa Division. Abroad, he has served at the Embassies of Chile in the Russian Federation and in the People’s Republic of China.

Ms. Paula Echavarría
First Secretary

  • Officer in charge of Bilateral Political Affairs with the Kingdom of the Netherlands.
  • Responsible for monitoring the Foreign Policy of the Kingdom of the Netherlands.
  • Representative to the International Commission on Missing Persons (ICMP).
  • Responsible for cultural and academic affairs.
  • Representative to the Organisation for the Prohibition of Chemical Weapons (OPCW).
  • Public Administrator and Master’s Degree in Political Science from the University of Chile. Graduate of the International Course at the Australian Diplomatic Academy, with studies at Sciences Po, Poitiers Campus, France.
  • She has served in the Cabinet of the Minister of Foreign Affairs, in the Cabinet of the Secretary General for Foreign Policy, at the Directorate for North America, and at the Directorate for European Affairs. Abroad, she has served at the Embassy of Chile in Hungary.
